Laws You Should Know

Parking 

  • No vehicle, except emergency vehicles, shall be parked on any city street or in any public parking lot between 2 am and 6 am all year. If a vehicle needs to be temporarily parked in the street, contact Anoka County Dispatch at 763-427-1212 and request a "no tag."
  • Vehicles parked in restricted time parking zones (10 minutes, 1 hour, 2 hours, or 3 hours) must be moved a minimum of 200 feet before the time limit expires in order to avoid a violation.
  • Cannot remove, erase or otherwise obliterate any mark or sign placed upon a tire or other part of a vehicle measuring the length of time such vehicle has been parked in a parking spot while a vehicle is parked in any limited time zone.
  • If the parking space is marked the vehicle must be within the designated lines.
  • No trucks in excess of three-quarter ton rated capacity shall be parked, stored, or repaired on a public street or in the open or private property in a residential district except when making a delivery.
  • Vehicles may not be displayed "For Sale" on any city street, city-owned parking lot, or public property (including right-of-way). Only one vehicle may be parked on private property "For Sale". Car dealerships are excluded.
  • Vehicles parked at single family or multiple-family residences outside of a garage must display license plates with current registration.
  • Every vehicle or trailer which is parked outside of a garage shall display license plates with current registration tabs. No vehicle or trailer shall be permitted to park and obstruct the view of the street.
  • Vehicles must be parked in the driveway and not the front lawn.

Unreasonable Noise 

Generally, Loud noise is prohibited in the city such as continuously honking a car horn, loud music or stereo’s, loudspeakers, loud exhaust, and engine-braking.

  • Night Restrictions - 10 pm to 7 am.
    • Participation in noisy parties or gatherings
    • Loud Stereo or music
    • Yelling, shouting, etc.
    • Domestic Power Equipment (Snow Removal Equipment is Exempt)
    • Heavy Machinery Use
    • Construction Activity
  • Daytime Restrictions - 7 am to 10 pm.

  • Permitted Noise
    • Equipment used in connection with sponsored, permitted or authorized special events
    • Church bells, chimes or carillons, school bell, or emergency civil defense warning signals
    • Anti-theft devices
    • Emergency vehicles
    • Emergency repair work required to protect from imminent danger
    • Maintenance equipment at Greenhaven Golf Course

Vehicle Noise/Loud Music 

An operator of a motor vehicle shall not operate or permit the operation of a radio or any other device used for the production of sound in any public or private place at a noise level which can be heard from a distance of 25 feet from the source.

Loitering 

  • Remaining for more than five minutes on or near any business or non-business premise that is signed and posted "No Loitering" or "No Trespassing" is considered loitering and is not allowed.
  • Failing or refusing to depart after being told to do so.

Curfew 

  • 15-17 12 (Midnight) to 5 am shall not be on a public street or in a public place unless accompanied by a parent or legal guardian.
  • 14 and under 10 pm to 5 am shall not be on a public street or in a public place.
  • It is unlawful for a parent or legal guardian of a minor under the age of 18 to knowingly or negligently permit a minor to violate curfew.

Open Container 

  • No consumption or possession of alcohol (except to transport) is allowed upon a public street, sidewalk, or parking lot.

Bicycles 

  • A bicycle shall not be ridden upon a sidewalk within the business district. Minnesota Statute, Section 169.222, subdivision (4), paragraph (a), clause (d)
  • Bicycle riders must obey all traffic laws, signs and signals. Riders must ride on the right side of the street.
  • A bicycle must not be ridden on any sidewalk, street, or public highway between 30 minutes after sunset and 30 minutes before sunrise without a headlight emitting a white light visible from at least 500 feet. A red reflector must also be attached and visible for at least 50 feet to the rear.
  • A rider should never give a ride to another person or pull a person on a skateboard or another bike.
  • Any bicycle left parked upon a sidewalk which can be hazardous to the public can be removed by the Police

Regulation of Roller Devices (Skateboards, Roller Blades, etc.) 

Unlawful to use roller devices:

  • In a careless, reckless, or negligent manner, or in a way that endangers others
  • While being pulled behind a car or bike
  • On private property without permission
  • In City owner parking lot or ramp
  • Public street with speed limit greater than 30 mph.
  • On public property from sunset to sunrise

Pets 

  • All dogs and cats over three months of age must be licensed. License tags must be worn by the dog and/or cat constantly.
  • No more than three dogs or three cats over three months of age may be kept on the same premise.
  • Dogs may not be allowed to habitually bark or cry so as to create a disturbance.
  • Pets may not run a large. They must be leashed.
  • Feces of any domestic animal shall be properly disposed of by the owner and shall be promptly removed from any public property or private property not owned by the owner of the animal.

Blight

  • The storage or accumulation of motor vehicles not in operating condition, trash, junk, and rubbish is prohibited in any zone.
  • Garbage must be stored in suitable contained and kept covered.
  • Containers must be placed next to the street or curb on the days scheduled for collection but shall be returned to the place of storage within 12 hours after collection.
  • All trees, hedges, etc. shall not obstruct the clear view of traffic approaching intersections.

Garage Sales 

  • A garage sale or rummage sale (profit or non-profit) may not last longer than 72 hours.
  • Only three garage/rummage sales may be conducted at any given location within one year.
  • Garage sales signs may not be placed on the boulevard or on street signs or telephone poles.

False Alarms

  • More than three false alarms at a business or residence which results in a police response in a calendar year shall pay service fees. Currently, the fees are:
    • Alarms Number 4 - Number 9 $50 each
    • Over 10 Alarms $125 each

Lockouts (Non-Emergency)

  • The City charges to successfully unlock car doors.

House Numbers

  • House numbers of at least 4 inches high and visible from 100 feet are required on all public and private structures.

Solicitors 

  • A peddler, solicitor, or transient merchant must first secure a license from the City Clerk before selling their goods in the City of Anoka. (Ask to see the license if approached by a peddler.)
  • The license must be carried with or displayed.
  • Only allowed from 9 am to 8 pm.
  • If stationary in a location, the person must receive written permission from the property owner or occupant. This includes both public and private property.
  • Shall not enter in or upon any premises where there is a placard or sign prohibiting solicitation.

Hand Gun Permits

  • If a citizen of Anoka wishes to purchase a handgun, an application for a permit to acquire a handgun can be acquired from the Anoka Police Department.

Snow Removal

  • Snow and ice must be removed from public sidewalks within 18 hours after a snowfall.

Public Urination/Defecation

  • It is unlawful to urinate or defecate in public
